Neighbors, including Jim Keej, raised questions about parking and the frequency of lessons, telling the commission they had seen “5 to 7 cars at one time” during past gatherings and asking whether that would cause congestion. “Those are the points that I have just as points of curiosity as a local close neighbor wondering about how it’s going to move forward,” Keej said.
City staff told the commission the activity is a permitted use if the owner obtains a conditional use permit and confirmed the operation would be subject to conditions in the staff report. Staff described the proposed operation as appointment‑only, Monday–Sunday, 8 a.m. to dusk, with an expected customer volume of one to three training sessions per month and three to four participants per session. The applicant’s representatives said the aerial rigs were designed by engineers and that the operation carries liability insurance to protect nearby properties.
Commissioners asked about liability and whether the city should require an engineer’s inspection; staff said the rigs were on private property and that rigging safety and insurance are the applicant’s responsibility. After discussion, Commissioner (speaker 1) moved to recommend approval; a second motion to amend the recommendation to include the conditions listed in the staff report passed on a voice vote.
The commission’s action is a recommendation to the City Council where final approval or formal issuance will be completed consistent with city procedures.
