Roanoke council approves stormwater easements, drainage project, trail renaming and appointments

Roanoke — The Roanoke City Council on Nov. 3 approved several operational measures: ordinances authorizing permanent easements for stormwater projects, a resolution renaming Mill Mountain trails, a budget ordinance accepting school-related grant appropriations, designation of National League of Cities voting delegates, and a slate of appointments to city boards and commissions.
On infrastructure, the council adopted an ordinance authorizing acquisition of permanent easements at 803 and 821 Mountain Avenue Northwest (tax map numbers cited) to complete a culvert repair; staff said the easements will be purchased and acquisition work coordinated through the city attorney and stormwater staff. Council also approved an ordinance to acquire easements for the VDOT-funded Downtown Jefferson 2 drainage improvement project along Jefferson Street (multiple tax parcels listed) as the work moves into design.
The council adopted a resolution renaming Corridor 5 (Turnpike) to Revercomb Run and naming an added trail Corridor 7D 'Fall Line', recognizing donor support and honoring a long-time trail advocate. Mayor and councilmembers thanked donors and the Parks Foundation.
Procedural items included a resolution designating Peter J. Vollison as the city's voting delegate and Faison T. Nash as alternate for the National League of Cities annual meeting on Nov. 22, 2025, and confirmation of appointments and reappointments to advisory boards: Nancy Dye (Mill Mountain Advisory Board), Quadri Johnson (Gun Violence Prevention Commission youth seat), Elizabeth Hale (Human Services Advisory Board), McKinley Forrest (Parks & Recreation Advisory Board), Barbara Smith (Roanoke Arts Commission), and reappointment of Shane Spradlin to the Towing Advisory Board. Votes on the listed ordinances and resolutions were unanimous among members participating in each roll call.
Next steps: Staff will negotiate and execute easement agreements; the city manager or designee is authorized to execute acquisition documents and take further actions as necessary.
