At its Nov. 4 meeting the Enid Mayor and Board of Commissioners approved several routine and contract items by unanimous votes.
Minutes and consent The commission approved minutes from the special meeting of Oct. 17 and the regular meeting of Oct. 21 by a recorded vote of 7-0.
Claims and contract awards Acting as the Inn and Municipal Authority, trustees approved claims totaling $355,118.94 (motion moved and seconded; vote 7-0). As trustees of the Enid Public Transportation Authority, the commission awarded a contract to Ellsworth Construction, Oklahoma City LLC, doing business as ATEC Paving, for Project MD-2312C (EPTA parking-lot replacement) in the amount of $556,706.51 and authorized the mayor to execute contract documents; the motion passed 7-0. The commission also approved additional claims in the amount of $1,231.91 (7-0).
Pay the bills and adjournment Under regular consent the body moved to "pay the bills," which passed 7-0. A motion to adjourn was also approved with all in favor.
Public comment Two members of the public addressed animal-control concerns during the public-comment period. Terry Clark urged enforcement of spay-and-neuter laws, saying rescues are overwhelmed and shelters are euthanizing animals. Candy Baker pressed the commission to require immunizations for animals that remain after stray holds and referenced a state law that she said requires spay/neuter for animals leaving facilities; staff did not provide a direct response in this meeting.
