Staff said some of these positions are currently filled and that cutting them would cause layoffs; "We are still gonna have to lay people off for this," Speaker 16 said when describing the impact of the proposed reductions.
Commissioners pressed staff for operational details: how many layoffs each scenario would cause, whether the EM program can be outsourced or contracted, and whether a Guardian ad Litem position (approximate add-back cost $114,000) should be restored. Commissioners voted verbally to fund line 18 and line 20 as priorities and asked staff to bring back a cost model and potential private-provider options for EM.
Next steps: staff will provide a model showing full-time staffing for EM, the cost to outsource (if available), and a plan to mitigate layoffs if revenues permit midyear adjustments.
