The Lake Bluff Village Board voted on Oct. 27 to waive competitive bidding and authorize a demolition contract with De Tomaso Excavating Limited of Lake Forest for work at the village‑owned property at 33 East North Avenue.
Staff said two earlier bids had been received — one for $3,300,600 and one for $44,378 — and no contract was awarded previously because of worker safety concerns and the potential for a future developer to absorb demolition costs. Staff presented a revised, limited scope contract to remove the structure, fill and grade the site and seed with grass, and reported a secured proposal price of $43,700 for the work.
Public works staff described tree protections and noted a small pine tree likely will be removed, and that a large oak near the house is to be protected though one limb might need trimming. Trustees asked about other line‑item costs (gas disconnect, asbestos remediation, separate water/sewer) that increase the overall project expense beyond the base demolition contract; staff said those are accounted for separately. Trustees discussed the length of time likely before redevelopment could occur and the possibility of recouping demolition costs when the property is eventually sold.
The board approved the resolution on a roll call vote.
