Boulder council asks staff to research e-bike and e-scooter regulatory authority

Councilmember Tyisha Adams framed the request as a safety and authority question: she cited reports of injuries and asked what the city could regulate at the municipal level versus state authority. City Attorney Teresa Taylor Tate confirmed the request is principally a legal-research question; Transportation and Mobility staff said they had previously examined elements of the topic but that further legal and operational research would be required before proposing regulatory changes.
Mayor Brockett sought a physical nod of hands from council members to authorize staff research; nine hands were raised. Staff said the research would result in an informational packet and, if further action were desired, a council member would need to return a work-plan item or formal motion to pursue operational changes.
Councilmembers noted safety concerns for older residents, people with disabilities and people using multimodal rights-of-way; members asked that staff identify the limits of municipal authority, relevant state law and examples from peer cities.
