Heath city council adopts updated Master Trail Plan, expands priority segments to 10‑foot trails

City planning staff presented an updated Master Trail Plan that reconciles the adopted 2018/2019 plan with on‑the‑ground conditions and adds new recommendations for connectivity and design standards.
Mr. Gonzales said the plan cleans up outdated map items, converts various 5‑foot sidewalks to 10‑foot multi‑use trails in priority corridors, and removes a proposed trail on a private gravel road (Keizer/Kaiser Springs) that is not appropriate for public trail designation. The plan adds a standard 10‑foot trail cross‑section and shows conceptual pedestrian tunnels across State highways 549 and 550 at key crossings; staff emphasized those tunnel concepts are preliminary and would require coordination and permitting with TxDOT during development.
Parks Board and staff recommended approval to provide a consistent trail design standard and to ensure future development aligns with the city’s trail connectivity goals. Council adopted the ordinance updates by unanimous vote.
