Council calls up large Baseline Road redevelopment for fuller review

Boulder City Council voted on Oct. 23 to call up the site review for the proposed redevelopment at 2952 Baseline Road, sending the application back for fuller Council deliberation after a presentation by planning staff. The call‑up passed 7–2.

Planner Chandler Venscock summarized the proposal: redevelopment of roughly 7.96 acres of a 9.86‑acre site to create five new buildings totaling 427 dwelling units — including 122 student‑oriented units — and about 58,365 square feet of commercial space. The proposal requests a height modification (up to 55 feet in places), retention of the Broker Inn and portions of adjacent parking, reduced vehicular access points and added pedestrian and multi‑use path connections. Planning Board reviewed the project and approved it 6–1 on Sept. 30, 2025, along with recommended conditions including an added active ground‑level programmatic element (playground, dog park or community garden) and additional electrified bike parking above code requirements.

Council members who supported the call‑up said the project is large and sits at a prominent community entry point, warranting closer Council-level review of massing, façade articulation, energy generation (as raised by the Environmental Advisory Board) and design detail. Several members moved to call up the item in part because of its scale and to ensure council input on design outcomes for a high‑visibility site.

Next steps: staff and the applicant will prepare materials for more detailed Council review, addressing Planning Board conditions, design elements and any requested modifications prior to final Council action.
