On athletics and activities, the activities committee recommended and the board approved two‑year cooperative agreements (2026–27 and 2027–28 school years) with Lutheran High Northeast and Norfolk Catholic High School for softball and baseball; the board also approved a girls and boys swimming cooperative adding Wayne High School and removing Wisner Pilger. Board members emphasized that cooperative agreements operate on a no‑cut basis for roster fills and that out‑of‑district student participation includes fees when applicable.
The board formally approved Circle of Friends as an allied activity at Norfolk Senior High following a pilot. Board members reported Circle of Friends currently has roughly 70 participants and 60 mentors with about 10 target students identified on IEPs; the program’s annual sponsor cost is about $1,594 split between two sponsors. The board approved the measure unanimously.
The Norfolk City Education Association (NCEA) was recognized as the exclusive bargaining agent for non‑supervisory certificated employees for the 2027–28 school year after the district received a formal written request and no competing petitions were filed. The board also approved a one‑year lease with Union Pacific Railroad for the fenced storage area behind the district maintenance building at a minimum annual lease of $5,000, saying loss of the space would create serious storage and cost challenges.
Consent business: minutes, personnel contract approvals (including hiring Whitney Port as a junior high special education behavior teacher, pending certification), and claims previously reviewed by the finance committee were approved after multiple trustees read conflict‑of‑interest disclosures and abstentions were recorded. A roll call vote on the consent agenda passed 6–0.
