Denison — The Denison City Council on Sept. 2 voted to call a public hearing on any increase in property-tax revenue and set a maximum proposed tax-rate increase of 5¢ as a planning ceiling while staff finalizes budget details.
City staff told council the budget presented was based on the current tax rate of 0.712034 per $100 of valuation but does not fully cover rising costs and additional needs for FY26. Staff set the public hearing for Sept. 15 at 6:00 p.m. at 300 West Main and explained the council must approve a resolution to call the hearing before any adoption of a specific rate.
Councilmembers debated a range of cent amounts to serve as the maximum proposed rate for public-notice purposes, including suggestions of 3¢ and 6¢. Councilmember Massey said the city is in a multi‑year process to address deferred maintenance and observed the need for fiscal prudence; he added he could justify a 6¢ maximum if needed. Councilmember Redwine moved, and Massey seconded, to cap the proposed increase at 5¢; the council conducted a roll-call and the motion carried with all present voting yes (councilmember Thorn was absent).
The cap sets the highest rate staff may propose for public notice; the council may choose a lower final rate at the adoption meeting. The public hearing on the proposed tax revenue will occur Sept. 15, 2025, at 6:00 p.m.
