Board approves co-op renewals, policies and lease; records personnel actions

The Norfolk Public Schools Board of Education on Oct. 13 approved a package of routine and programmatic items, including cooperative agreements for athletics, policy readings and a lease for district storage.
After several board members disclosed potential conflicts on specific claims and abstained on those line-items, a motion to approve the consent agenda (mover: Patty; second: Tom Stanton) carried 6-0.
In policy actions, the board approved the first reading of revised Board Policy 3130 (internal controls) and Policy 8342 (method of giving notice of meetings) and adopted the second and final readings for revised policies addressing rebates to school personnel and order of business. The activities committee’s recommendations to renew two-year athletic cooperative agreements — softball and baseball with Lutheran High Northeast and Norfolk Catholic High School — also carried. Board members clarified that co-op agreements generally prohibit cutting athletes from teams.
The board approved a girls' and boys' swimming cooperative that removes Wisner Pilger and adds Wayne High School, and formally approved 'Circle of Friends' as an allied activity at Norfolk Senior High; the program will be managed within the district activities fund and the sponsor pay will be split as described in the packet (roughly $1,594 split between two sponsors).
Eric Wilson explained Union Pacific asked the district to formalize use of a fenced storage area behind the District Maintenance Building; the board approved a yearly lease at the railroad’s $5,000 minimum rate to retain the space.
The board also approved a personnel hire — recommending Whitney Port for a junior-high special-education behavior teacher position — and approved the confidential cancellation of the contract for Jillian Montoya. The Norfolk City Education Association was recognized as the exclusive bargaining agent for non-supervisory certificated employees for 2027–28, as required by state statute.
All formal actions recorded in the meeting minutes were carried by vote tallies reported at the meeting (typical outcome: motion carried, 6-0). The board scheduled its next regular meeting for Nov. 10.
