Council approves conditional use permit for CementCo transloading operation near Union Pacific yard

Denison — The Denison City Council unanimously approved an ordinance on Sept. 2 granting a conditional use permit to CementCo USA LLC to operate a truck transloading operation on roughly 8.109 acres inside the Union Pacific rail yard.
Planning staff recommended approval with conditions including authority for city staff to require additional dust-mitigation measures if necessary, compliance with all required state and local permits, and designation of the access road under U.S. 75 as the sole truck access to the rail yard.
Brian Cotter, representing the applicant, said the proposal uses a sealed pneumatic unloading system and "does not create dust," and stressed truck traffic would use the under-75 access road rather than city streets. Applicant Gary Humphreys added that CementCo would not own delivery trucks — "it's provided by the batch plant customers" — and said the operation would generally route south or east, not north across the state line into Oklahoma.
Mayor Pro Tem Adams moved to approve the CUP with the stated conditions; Councilman Thomas seconded and the motion carried. The permit allows CementCo to transfer cement from rail cars into sealed trucks at the designated rail-yard pad, subject to the listed conditions and any state permits required for operation.
Council discussion focused on routing, future tonnage and compliance with TxDOT rules for truck operations. City staff will monitor dust complaints and may require additional mitigation if evidence of dust is found.
