City staff told the Balch Springs Type B board on Oct. 8 that the city’s park rules, currently governed by Chapter 54 of the municipal code, would benefit from explicit posted hours and clearer signage.
Rose (city staff) summarized the existing code and said the board asked staff to investigate adding specific operating hours — she suggested 6 a.m. to 9 p.m. as an option to capture daylight year‑round. She said adopting posted hours would require a code amendment and a recommendation from the parks board prior to consideration by city council.
Board members asked about surveillance and enforcement. Freeman said cameras are limited by resolution and usefulness when unmonitored: ‘‘Most you can get is you can see where they came from and which way they left,’’ he said, and added that prosecution would be difficult without ordinance language permitting use of camera evidence and a monitoring plan. Rose said staff will draft the ordinance language, present the matter to the parks board for feedback and then forward a recommendation to council.
The board did not adopt any ordinance at the meeting; staff will return with a parks‑board recommendation and proposed language for a council code amendment if the parks board supports a change.
