Balch Springs delays roundabout gateway work after contract error; staff to redesign, add safety signage

Staff and board members discussed a stalled gateway landscaping and sign project at a city roundabout during the Balch Springs Community and Economic Development Corporation meeting Oct. 8.
Freeman, the public‑services representative, said the design had been approved but ‘‘there was a mistake made with the contract, and so legal wasn't able to sign off on it,’’ forcing staff to postpone the work and reissue a request for proposals. He said staff plans to use the delay to redesign the feature with ‘‘more stone work’’ and a more elaborate aesthetic than the prior concept.
Board members raised traffic‑safety concerns at the roundabout. Director Wanda Adams recounted nearly being struck while using the approaching lanes, saying the striping and lane arrows on the pavement made turning choices confusing. Freeman said staff will order amber flashing lights to draw attention to existing roundabout ahead signs and will restripe the approaches to make lane arrows more visible. He also said staff will examine adding roundabout signage and improve pavement markings so drivers know which lane to use for specific exits.
Freeman said the available funding from the prior budget remains but that a larger design with more stonework could increase costs; staff will compare options against the original budget before committing. He promised board members renderings and drawings before any final contract is executed.
The board did not take a motion on the gateway design at the meeting. Staff said it will return with updated drawings and the results of the new procurement process for the board to review.
