Oklahoma Aerospace Commission approves airport grants, ACP amendments and PREP access road

The Oklahoma Aerospace and Aeronautics Commission approved a package of airport construction actions at its Oct. 8 meeting, voting unanimously to fund grants, amend the five‑year Airport Construction Program (ACP) and move forward on PREP infrastructure.
Commission staff presented three grants: Enid Woodring Regional Airport received approval for 50-by-50 conjoined box hangars with a total bid-based cost a little over $2.1 million, funded with nearly $850,000 in state grant funds and more than $1.25 million in sponsor matching funds. Okmulgee Regional Airport was approved for a runway lighting, signage and PAPI project with an estimated cost of about $510,000, $485,000 of which is state grant money. The commission also approved a last-minute FAA discretionary runway rehabilitation for Sallisaw — a $2,150,000 project estimated to be 95% FAA-funded with the locality covering roughly a 5% match.
Separately, the commission amended its five-year ACP, agreeing to slide Enid Woodring runway rehabilitation by one year to coordinate with Air Force operations, delay a Fort Sill Regional hangar to 2029 to allow the sponsor time to secure local matching funds, postpone Shawnee terminal reconstruction while FEMA funding is negotiated, and add or modify projects at Gordon Cooper and Sand Springs to reflect facility and terminal adjustments.
The panel also approved a PREP-funded access road and parking lot at Ardmore Municipal Airport to support cargo development. The Ardmore phase was presented as a PREP mega-project with a total cost of about $7.88 million to be funded 100% from legislative PREP allocations.
All votes were taken by roll call and recorded as passed.
The commission said approvals are contingent where noted on acceptable grant application materials or matching requirements; staff emphasized that discretionary FAA grants compete nationally and many projects are timed to improve competitiveness.
The commission will next meet Dec. 10, 2025, at 9 a.m., and staff will proceed with grant application steps and required agreements following the approvals.
