Jessica Jones, finance director, told the council staff reviewed 12 proposals, narrowed them to five and conducted extensive demonstrations. “Staff is requesting the council authorize the city manager to negotiate with both AVAP and Workday to finalize the agreements and pricing,” Jones said.
Jones estimated implementation costs would not exceed $3 million and presented five-year subscription costs that staff described in the packet as about $4.6 million total—roughly $900,000 per year—compared with the city’s current annual software expenditures of about $500,000. Jones said the new cloud-hosted system would eliminate local servers and reduce manual processes, but that ongoing subscription costs would be part of future budgets.
Council members asked about implementation timeline and security. Jones said the rollout is currently estimated at about 15 months. On security, staff said Workday would be responsible for cloud data security and the city’s IT team has been engaged in vetting vendor protocols.
