Platte County vote to leave three-county mental-health board triggers two-year unwind, Clay County officials say

Platte County's decision to withdraw from the three-county mental health levy board prompted a tense discussion at the Clay County Commission on Sept. 11 about statutory process, communications and next steps.
County Counselor summarized the legal framework and history: counties voted a mental-health levy in 1980 and formed a three-county cooperative in 1981, and "the statute also provides for, a 2 year process, essentially, to transfer this," he said. The counselor added that the levy itself would not automatically disappear and that staff must negotiate an equitable division of assets, contracts, debts and ongoing provider arrangements.
Several commissioners criticized how the Platte County action was communicated, saying the commission should have been told earlier and that county leadership failed to bring the matter to the full board. One commissioner told the presiding commissioner, "You dropped the ball on this big time," reflecting frustration over internal communication and missed opportunities to discuss allocation of seats on the mental-health board.
Clay County Auditor Victor Hurlburt offered to analyze population shares, historical financial distributions and the potential fiscal impact of Platte County leaving; he estimated he could begin work in the fourth quarter and report early in 2026 if staff and the mental-health board cooperate.
The county administrator said he would reach out to Platte County the next day and coordinate follow-up with the auditor and counsel. County officials described the statutory withdrawal as a multistep negotiation that will include Ray County and that the two-year timeline gives time to try to preserve the existing three-county structure if parties are willing to negotiate.
What happens next: Administrator will contact Platte County; the auditor said he would prepare a financial/membership analysis; staff and counsel will report back to the commission with options and timelines.
