Rockport‑Fulton ISD board hears bond project update; high school 74% complete, elementary occupied

Teal Construction on Tuesday told the Rockport‑Fulton ISD Board that progress on the district’s Bond 2022 projects is on track and, in the contractor’s view, delivering value for taxpayers.

Jeremy Welch and Michael Miller of Teal reported that Rockport‑Fulton High School is approximately 74% complete on a $29,000,000 authorization and is aiming for “substantial completion” in February. Work under way includes HVAC startups, classroom millwork and casework, corridor wall tile and painting, structured cabling, and exterior ACM metal panels. The contractor said concessions and restroom buildings at athletics facilities are in late stages of interior finish work and noted upcoming turnovers for those support buildings.

Teal said the elementary campus is roughly 95.5% complete and that students and staff have already moved into the building. Project staff pointed to recent site work, glazing installation and finishing touches on corridors as evidence of near‑completion. The operations staff showed photos and drone shots to the board documenting progress and the new monument wall facing the campus entrance.

At the meeting a district official and the contractor emphasized budget performance. A Teal representative reported the program has returned funds to the district and is “well under budget,” a statement that drew applause from the audience.

Board members thanked the construction team and taxpayers for support. The presentation ended with a question period but no formal action; project updates will continue to be reported to the board as the schedule advances.

Next steps: Teal and district staff plan continued commissioning of building systems, remainder of ceiling and restroom fixture installations, and turnover of sitework and concession buildings as the schedule proceeds toward the February substantial‑completion target.
