Owen County schedules Aug. 15 workshop on jail project; commissioners press for full cost roadmap

Owen County commissioners scheduled a focused workshop for Aug. 15 at 10 a.m. to advance planning for a proposed county jail.

Commissioners said they want a comprehensive project roadmap that includes land-preparation costs, soft and hard construction expenses, sewer and utility work, and a prioritized cash-flow plan showing what will be funded first, second and third. "We want to make sure that we include all costs, whether that's prep for the land, soft costs, hard costs," a commissioner said during the discussion.

Officials said they have $ in county cash reserves to help with immediate needs such as land prep and that some financing options are under consideration. The board discussed a build–operate–transfer (BOT) approach as one possibility; the chair said, "I met with Jeff Peters and was very encouraged by what he had to say," and recommended Peters participate in future meetings to detail options.

Commissioners also discussed the timing and sequencing of utility work such as sewer lines versus building work and noted that final siting decisions will be needed before some costs can be determined. One commissioner urged that utilities, ditching and site stabilization be considered "all inclusive" in cost estimates.

The workshop on Aug. 15 is intended to bring engineers and financial advisers together with commissioners to refine the scope, produce more precise cost estimates and map the county's cash-flow and financing plan. No formal vote on project approval took place at the meeting; commissioners directed staff to continue preparatory work and to invite key consultants to the workshop.
