The Oakland County Board approved an additional $135,000 on Aug. 14 to complete an independent after-action review (AAR) of the Oxford High School mass shooting, increasing previously-authorized funding capped at $500,000.
The request came from the county’s Homeland Security/Emergency Management team, which said the vendor required more funds to finish a thorough, countywide review of response and interagency coordination on the shooting. Commissioner Long opposed the supplemental appropriation as a precedent for vendors seeking contract increases after bidding; Commissioner Spitz, representing Oxford and a parent, and others argued the AAR is essential for public safety improvements.
After debate the clerk announced the tally as 14 yeas and 4 nays and the resolution to provide the additional funds was adopted. Supporters said the final product would be shared with municipalities and emergency responders across the county to identify lessons learned; opponents said the county should not reward scope creep without stronger procurement controls.
Clerks and staff will process the amendment to the contract and return documentation to the board as required by procurement rules.
