Board Awards Sole-Source Contract to Replace Failing Tennis Courts at Kent Island High

The Queen Anne's County Board of Education approved a construction contract on Aug. 6 to remove and replace four severely cracked tennis courts at Kent Island High School.
Darrell Barriclo, supervisor of facilities and design, said prior crack remediation performed about seven years ago had failed and the asphalt base now requires full replacement down to the granular subbase. He presented a sole-source award to American Tennis Courts (ATC), the county's preferred contractor, with a base price of $310,458.25 and a soil-cement contingency allowance of $62,625 in case subgrade stabilization is required — for a total contract amount of $373,083.25 from FY26 local CIP funds. Barriclo said the scope includes full removal and replacement of asphalt, fencing, nets and site restoration, and noted a one-year warranty following installation.
Board members asked how the project team will determine the need for soil-cement work; Barriclo said crews will proof-roll the subgrade after asphalt removal and monitor for signs of failure before invoking the contingency. He also said ATC has performed other local projects and that maintaining the same contractor provides continuity for warranty and service work.
What happens next: ATC will begin mobilization and the district will perform site oversight; the project includes warranty coverage and staff will monitor performance and contingencies as work proceeds.
