Council authorizes $111,000 design contract for fire auxiliary bay behind Station 3

The Colony City Council voted Oct. 6 to authorize the city manager to execute a professional services agreement with Olsen for $111,000 to design a four-bay fire auxiliary bay adjacent to Fire Station 3.
Project manager (presenting staff) said the auxiliary bay will protect expensive apparatus now stored outdoors. Olsen’s scope includes topographic survey, geotechnical work, architectural and MEP services (Spurgeon & Associates as subconsultant), site construction documents, and bidding support. Design is expected to take about three months, with bidding and award estimated at two months and construction conservatively estimated at seven to eight months.
Staff reported $517,999 currently budgeted for the project; after the $111,000 design fee, roughly $406,999 would remain for construction. An order‑of‑magnitude cost estimate discussed by staff was about $700,000, leaving a potential construction funding gap (roughly $352,000) that council would need to address when design is complete. City staff said the preferred approach is to proceed with design, obtain firm pricing, and then return with a guaranteed maximum price so council can consider a single, final funding request.
Council members asked about façade details and whether small design tweaks would affect the design fee; staff said minor façade changes would be minimal in design cost. Motion to approve the design authorization passed (motion by Mr. March, second by Ms. Holtz). Staff said if construction costs exceed available funds, the project could be reprioritized in a future budget cycle.
Next steps: begin design, return with final construction estimate and potential GMP request to council.
