Council hears staff plan for $500-per-test IGA with Pinal County for CDL exams

City staff on Nov. 4 recommended that Apache Junction enter an intergovernmental agreement (IGA) with Pinal County to provide commercial driver license (CDL) testing services at a cost of $500 per test.
Spencer Sarger, administrative services manager in Public Works, said the IGA would let the city plan for testing costs and reduce the difficulty of finding third-party testers. "We're looking to have an IGA with Pinal County for $500 to do a CDL test with them," Sarger said, adding the arrangement is nonexclusive and may be terminated by either party; the agreement includes a one-year automatic renewal clause for the IGA itself.
Council members asked whether the $500 covers a single test and how many employees will need testing; staff confirmed the fee is per person and estimated approximately five to 10 entry-level employees will require CDLs in their first year of employment. Council also asked about background checks and driving records for applicants; staff and other public-works personnel confirmed that hiring checks, MVD permit verification, and periodic drug testing for CDL holders are part of the city's process.
On fiscal impact, staff estimated coordination with Pinal County could generate roughly $30,000 to $35,000 in savings, depending on test volumes and administrative efficiencies.
Sarger said staff plans to place the IGA on the council consent agenda in two weeks for formal approval; no vote on the IGA occurred Nov. 4.
