The board voted to adopt an ordinance approving a contract with an external vendor to modernize the city's personnel policy and procedure manual. Chief administrator Dustin Ward explained the first year's service and onboarding cost was $19,152.90 and that thereafter the annual maintenance/administration fee is approximately $5,000.
Ward said the vendor maintains a team of lawyers who update policies to reflect state and federal statutory changes, which is difficult for a single administrator to manage. Mayor and council approved the second reading and roll‑call vote; the ordinance passed and became ordinance number 4036.
Council members confirmed the payment is set in the FY2026 budget and that the vendor will begin onboarding without charging for October–December implementation time, with the service going live on Jan. 1.
