Linn County Commission approves $107,950 KDOT transportation grant, signs Title VI assurance

Joyce Hall, public works office manager and transit manager, told the Linn County Commission on Nov. 3 that she submitted the county’s transportation grant application for state fiscal year 2027, covering July 1, 2026, through June 30, 2027, and asked commissioners to authorize signatures and document approval. "This year, my grant request totals a $107,950," Hall said, noting the grant is divided into project administration and operating expense portions.

Hall detailed the required local matches: 20% local match for the project-administration portion (about $3,180) and a 30% local match for operating expenses (about $27,615), bringing the total local match required to $30,795. She said federal reimbursement rates differ across categories—80% for the project-administration portion and 50% for operating expenses—with state and local shares filling remaining costs.

Commissioner 2 moved to approve the grant application and allow signing of related documents; Commissioner 3 seconded. The motion carried on a voice vote. Commissioners also separately moved to allow the chair to sign the Title VI assurance certification required by KDOT; that motion likewise passed by voice vote.

Hall explained the post-award process: if the grant is awarded in spring, she will submit monthly reports to KDOT and the county will receive monthly reimbursements for eligible expenses. She asked that the signed documents be returned the same day so she could upload them into Black Cat for submission to KDOT.

Next steps: Joyce Hall will finalize the uploaded application and the chair will sign the Title VI document as authorized. The commission did not set additional conditions or amendments in the meeting.
