County engineer asks council to appropriate $392,000 match and $50,000 for ADA plan update

"The amount that I ended up applying for Community Crossings came out to $1,391,843.55," the county engineer said, adding that the reduced award cap means the county must appropriate the remainder if it wants to proceed. He urged the council to appropriate the local match now so the county can advertise and meet INDOT’s shortened three-month contract window.
The engineer also said Dubois County’s ADA transition plan is largely unchanged since 2012 and that INDOT has begun enforcing tighter compliance conditions. "If we don't have it updated ADA transition plan, we would not receive those funds," he said, explaining that a commitment letter and consultant work would show good-faith efforts and preserve eligibility for grants.
Councilors asked about timing and whether highway funds could cover the match; staff replied the highway fund is tight and recommended drawing from LIT for immediacy. After discussion, council voted to appropriate $392,000 for the Community Crossings match and $50,000 for an ADA transition-plan consultant. Both actions were approved by voice vote.
What happens next: Staff will advertise and proceed with the INDOT grant process; if INDOT awards the grant the county will finalize appropriation details and pursue contracts for engineering and ADA consulting work.
