Council approves rezoning for Jasper Avenue homes and several routine measures; vehicle purchase authorized

Xenia City Council took several formal votes at its Oct. 9 session.

Minutes: Council voted unanimously to approve the Sept. 25 regular meeting minutes after a motion by Councilwoman Sarris and a second by Councilman Reynolds.

Rezoning, Ordinance 2025‑26: Council held a public hearing and, with no speakers for or against, voted unanimously to rezone properties fronting the north side of Jasper Avenue from AB‑1 (Convenience Business) to R‑1C (single‑family residential). The zoning change will allow sale of city‑owned vacant lots to a builder planning single‑family homes. The ordinance was moved by Councilman Crawford and seconded by Councilwoman Sarris.

Vehicle purchase, Resolution 2025‑54: The council unanimously approved a resolution authorizing purchase of a 2026 Dodge Ram 3500 utility vehicle with service body and snow plow to replace a 2011 unit used for rescue equipment and medical deployments. City Manager Ted Henry said cooperative purchasing prices made competitive bidding unnecessary. The motion was moved and seconded and passed by roll call.

Meeting date changes: Council approved moving the Nov. 27, 2025 meeting to Nov. 25 at 5:00 p.m. and the Dec. 25, 2025 meeting to Dec. 22 at 10:00 a.m. The motion was made and seconded and passed by roll call.

Other procedural items: Ordinance 2025‑18 remained tabled; a council member requested it be un‑tabled on Nov. 11. Council adjourned and planned a brief post‑meeting work session.

All formal roll‑call votes at the Oct. 9 meeting were unanimous "Aye."
