Commission pauses commercial‑area blueprint work as DDA formation proceeds, names representative to planning group

On Oct. 6 the Downtown Management Commission was briefed that work on the commercial areas blueprint — an RFP‑driven effort to map long‑term investment strategies for general improvement districts — has been paused while the city explores formation of a Downtown Development Authority (DDA) that will establish development boundaries and a plan of development.
Staff explained the pause is intended to avoid duplicative or conflicting planning while the DDA formation, study areas and ballot timing are resolved. Staff said Progressive Urban Management Associates (PUMA/UMA) is helping to facilitate the DDA exploration and that the planning group will include property owners, businesses, and representatives from CU and other stakeholders.
The commission nominated and voted to appoint Commissioner Calvin as the DMC’s representative to the DDA planning/steering committee; staff said the role will likely require a few hours a month and that the planning group will convene monthly. Commissioners asked for background slides from the September planning group meeting and for updates as the formation process advances.
