County council approves multiple FILOTs, park expansions and a 10.9-acre transfer around Woodside Mill

Greenville County Council voted to approve several economic-development and fiscal items on its agenda, including millage continuations, property transfers and fee-in-lieu of tax (FILOT) agreements tied to county economic projects.
Councilor Collins moved adoption of a resolution to continue the current ad valorem property tax levy for the Boiling Springs Fire District; the motion passed by voice vote. Collins also moved to certify Suite A of 214 Industrial Drive, Grayville, South Carolina, as an abandoned building site under the South Carolina Abandoned Buildings Revitalization Act of 2013; that resolution passed by voice vote.
On ordinances at second reading, the council authorized an increase in the Caesars Head Fire Service Area millage rate and authorized the chairman and county administrator to renew a contract for fire protection and first‑responder services with Cedar Mountain Fire Rescue, Inc.; the motion passed by voice vote. Council also approved an ordinance to transfer approximately 10.9 acres of property around the Woodside Mill Community to the Greenville County Redevelopment Authority and authorized execution of deeds and related documents.
A series of FILOT agreements and industrial-park amendments were approved to support economic-development projects the county identified by project slugs. Items approved at second reading included a FILOT agreement for DartPoints Operating Company LLC (formerly Project AIM); ordinances authorizing execution and delivery of FILOT agreements for companies identified as Project Up and Project Precedent; and amendments to the Greenville-Anderson Multicounty Industrial and Business Park (2010 Park) to enlarge the park for several projects (Project Elk, Project Up, Project Midway, Project Vista and Project Precedent). Several of those items were decided by roll-call vote; clerks announced tallies on the record (examples included counts reported as '12 in favor, no one opposed' and other roll-call tallies reported as '9 in favor, 3 opposed' with Miss Long voting in favor on several items). Where the clerk recorded results, council declared the items passed.
Councilor Bradley presented multiple zoning dockets at second reading and then several first‑reading items were referred to the Planning and Development Committee, including a first-reading ordinance to amend land‑development regulations with cluster‑housing provisions. The council took no additional floor amendments at the meeting.
The council adjourned after hearing the administrator's report and public comments.
