The North East Independent School District Board of Trustees unanimously approved an updated resolution to claim a “good-cause exception” under state law so the district can use campus safety specialists where certified school resource officers or armed peace officers are not available.
Dan Lyons, speaking to trustees, asked them to authorize the exception for the district’s campus safety specialist role, saying the staff have “proven to be an invaluable asset” at elementary schools by relieving principals of administrative responsibilities while maintaining safety and building rapport with students. “The continued day-to-day engagement of the campus safety specialists … is key to the program success,” Lyons told the board.
Trustees discussed the history of prior resolutions and whether the updated language aligns with changes in House Bill 121. Legal counsel clarified the update reflects the new statutory text; the board received the resolution in advance. After a brief exchange to confirm prior practice, a trustee moved to approve the resolution and the motion passed 7–0.
Why it matters: HB3 and related local staffing issues require districts to have a plan when they cannot employ certified armed officers on every campus. The board’s action allows NEISD to rely on trained campus safety specialists rather than leave positions vacant or wait for SRO hires, a practical step while the district recruits certified officers.
