Board approves multiple supplemental appropriations and appoints liaison; transfers and personnel actions reviewed

At its Aug. 25 meeting the Clarke County school board approved a package of supplemental appropriations, appointed a liaison to the gifted advisory committee and completed personnel approvals after a closed session.
Finance committee representative Mister Nucci reviewed proposed carryforward requests for FY2026. Nucci said the division needs to formally move several state and federal grant balances into FY2026 so those funds remain available for intended uses. "We want to transfer about $47,000 from fiscal year 25 to fiscal year 26" for the All In Virginia program, he said, and then walked through Title grants that staff proposed carrying forward for materials, tutoring, professional development and school improvement work.
Under new business the board voted on the seven items by voice vote (all "Aye"). The motions and amounts recorded on the meeting agenda and approved by the board were:
- All In Virginia (state) carryforward: increase FY26 operating fund revenue and expenditure by $47,615.26 (moved and seconded; approved by voice vote). - FY24 Title I carryforward: $5,962.65 (materials/supplies for pre-K at Boyse and Cooley schools). - FY25 Title I carryforward: $17,691.35 (general Title I supports). - Title I School Improvement (Johnson Williams Middle School): $22,245.62 (planning, instruction, supplies). - FY25 Title II carryforward: $23,999.54 (professional development and related supports). - FY25 Title III carryforward: $4,618.64 (English learner programming). - FY25 Title IV carryforward: $12,555.66 (academic enrichment programs).
Board members discussed that carryforward funds do not increase local cost because these are state or federal monies left unspent in prior years; Nucci explained the funds are typically reimbursable federal carryover and would be available only if moved to FY2026.
Separately, the board considered new appointments and personnel items: Mike Wilson volunteered to serve as school board liaison to the gifted advisory committee through Dec. 31, 2025; a motion to appoint him was moved, seconded and approved by voice vote. Later the board convened a closed session to discuss personnel matters under Code of Virginia § 2.2‑3711(A)(1). After reconvening, the board voted to approve personnel actions and stipend information as presented.
What happens next: The supplemental appropriation approvals will be forwarded to the board of supervisors for the county-level vote where required; staff will carry the approved grant balances into FY2026 as authorized.
