Board reviews five-year CIP; Cooley Upper Campus work and rooftop units highlighted for near-term budget decisions

Superintendent Dr. Bolling and the director of operations presented the five-year Capital Improvement Plan (CIP) to the board Aug. 25 and requested feedback before the county deadline.
Dr. Bolling said year 1 (2026–27) is the most consequential for next year''s budget decisions because those projects feed directly into capital budget requests. He noted the plan had been adjusted to delay some major work at the Cooley Upper Campus to allow the board and county to consider optimal uses of the facility.
"Year 1 is probably the most important because it's the first decision we'll be making toward our budget," Bolling said. Director of Operations Andre summarized about 15 projects across five years, including rooftop units and painting at central office, an HVAC standalone replacement and chiller at Boyse, water-heater replacement and BAS upgrades at Johnson Williams, exterior door replacements at Cooley Lower, and a future plan for athletic field lights and high-school auditorium lighting.
Board members asked whether cost estimates included escalation and whether recently completed walk-through reports were incorporated. Staff said estimates include escalation factors and that some projects (for example, the Boyse roof) were removed after being completed. They also said they plan a final cross-check with the incoming maintenance director before finalizing the CIP.
The board was reminded that the CIP must be sent to the county administrator and board of supervisors on or before Sept. 5.
What happens next: Staff will update the CIP with any board feedback and submit it by the county deadline. The board may revisit prioritization during budget development.
