Denison —1 Aug. 4, 2025 —1 The Denison City Council voted to recommend approval of the city's five-year consolidated plan (2025—2029) and the 2025 annual action plan required to receive Community Development Block Grant (CDBG) funding, with staff noting planned activities and the HUD submission deadline.
Planning staff said the plans summarize public-participation findings and data analysis used to identify priority activities. "The 5 year consolidated plan for years 2025 through 2029 and the 2025 annual action plan summarize the findings from the public participation and provide data analysis and several datasets," Diane York said. Staff said the plans will be submitted to the U.S. Department of Housing and Urban Development no later than Aug. 15, 2025 and that proposed activities include minor emergency rehabilitation, program administration, infrastructure projects linked to a Section 108 loan from 2017 and code enforcement.
Why it matters: Approval is a prerequisite for Denison to receive CDBG funds intended for housing rehabilitation, infrastructure and code enforcement activities that serve lower-income residents. Public notices for hearings were published in the Herald Democrat on June 21 and July 17, 2025.
Next steps: Staff will submit the consolidated plan and annual action plan to HUD by the Aug. 15 deadline and implement projects consistent with federal program rules and local priorities.
