Denison —1 Aug. 4, 2025 —1 The Denison City Council approved a conditional use permit to allow an accessory dwelling unit (ADU) at 613 West Munson in the two-family duplex district, attaching requirements aimed at ensuring emergency access and utility separation.
Planning staff explained the applicant, EB Real Estate Texas LLC, plans to convert a small rear structure into an ADU with separate water, sewer and electrical lines. "Utilizing the alley for access requires that the alley be improved to city standards," Diane York told council, and staff said the fire marshal raised concerns about separation and emergency access that must be resolved during permitting.
Applicant Elana Bennett, who said she will manage the properties locally, told council both units will be rentals and that she will work with the city on required access and gates. Councilman Courtwright moved to approve the CUP; Councilman Thorne seconded and the motion carried unanimously.
Why it matters: ADUs offer rental opportunities and additional housing supply but can raise access, trash collection and emergency-access questions; staff said alley improvements and vehicle/pedestrian access will be required before certificate-of-occupancy issuance.
