The council also dealt with incomplete renewals for Stop & Shop Supermarket Company LLC subject to payment of taxes; staff noted outstanding tax questions as of Oct. 29 and council approved the item with conditions recorded.
Resignation: The council accepted, "with regret," the resignation of James Breer from the Zoning Board, Economic Development Commission and Richmond Task Force.
Contract award: For finish work at the animal control pound, the council authorized awarding the contract to Scholar Painting LLC not to exceed $23,320. The chief said the low bid and community donations — including from the Ella Kimball Foundation and fundraisers by staff — will cover the work.
Promotions: Following a competitive testing and oral‑board process, the council approved promotions of Detective Drew Bishop and Patrolman Michael Ellis to corporal; the chief said the processes were independent and competitive and the new supervisors will help ensure leadership coverage across shifts.
The meeting also included routine consent‑agenda approvals and a roll‑call vote to seal executive‑session minutes after an executive session on pending litigation.
