City of Vancouver outlines rental registration, AHF awards and CDBG pre-applications

Samantha from the City of Vancouver’s housing team briefed the Clark County CAB on several housing initiatives, including a rental registration program that will take effect Jan. 1. Landlords who register by March 30 will pay no fee; the program will charge $30 per unit starting March 31 and require annual registration thereafter. Samantha said inspection protocols are under development and will be periodic (roughly a three- to five-year cycle).
Samantha said Lincoln Place received more than $2 million in Affordable Housing Fund (AHF) support. The city received multiple pre-applications under the CDBG/HOME process: rental-assistance and homeownership pre-applications were submitted and several public-service pre-applications propose to serve thousands of people. Samantha said approximately $3,850,000 was requested in this funding round and that the city expects to have about $2,000,000 available to award, subject to HUD and federal funding being finalized.
Board members asked about inspection cycles and confusion when a Vancouver mailing address does not fall inside city limits; Samantha said the city is working with the vendor to customize the registration portal and to clarify jurisdictional differences.
Samantha and staff said rental assistance applicants and multifamily construction applications will be reviewed by the housing advisory committee and forwarded to council for approval in December so contracts can start Jan. 1.
