Energy Services Director Buddy Standich presented a proposed provider-of-choice contract with the Bonneville Power Administration (BPA) designed to secure power and transmission services to meet the city's total electric load needs from 2028 through 2044. Standich said staff consulted with regional trade associations (Western Public Agencies Group and Northwest Requirements Utilities) and outside counsel; the Utility Advisory Committee recommended signing.
Standich told council the proposed contract replaces the existing regional-dialogue agreement that expires in 2028 and provides more flexibility around generation, self-generation and accounting for customer load changes. He said the city's outside counsel reviewed impacts related to a large customer (WinCo) and recommended signing.
After brief discussion and no public comment, council moved and authorized the mayor to sign the provider-of-choice contract with BPA.
