District outlines school improvement plans for low‑performing schools; community feedback limited to six responses

Cabarrus County Schools presented school improvement plans for schools identified as low performing and outlined the district’s tiered support model on Nov. 3.
Dr. Bowers explained that low‑performing schools typically receive tier 3, or intensive, interventions that include additional curriculum and instruction specialists, more frequent walkthroughs, targeted professional development and data conversations with principals. The district uses NCSTAR as its planning tool and assigns indicators (best‑practice items) and action steps in each plan.
Staff noted the statutory requirement to share plans with stakeholders and said they made plans available for community feedback via ParentSquare from Oct. 7 through Nov. 2. "We were able to receive about 6 responses from our community members that actually weighed in on a variety of factors with the schools," Dr. Bowers said, and that feedback was forwarded to school principals.
Board members raised concerns about low public engagement and asked staff to consider additional outreach methods beyond ParentSquare to increase participation. Dr. Bowers said the team would review communication strategies and consider ways to make the plans more accessible and less daunting for families.
The presentation included a timeline noting the district’s intent to request board approval at next week’s business session so the plans can be submitted to the state of North Carolina by the Dec. 1 reporting deadline.
No final board action was taken at the Nov. 3 work session.
