Beaumont — On Nov. 4 the City Council approved a sole‑source professional services agreement with Care Solace to provide 24/7 care‑navigation and warm‑handoff services to Beaumont residents and businesses. The three‑year contract is for a not‑to‑exceed amount of $135,000 and will be paid from funds the city received under the National Opioid Settlement.
City staff said the city has received $122,396 to date from settlement allocations and has authority to use opioid‑settlement funds for prevention, intervention, treatment and recovery services. Staff argued that Care Solace’s platform — a nationwide, indexed provider network and live care companions — met the qualifying requirements and that comparable, full‑service alternatives were not available, supporting a sole‑source procurement.
Anita Ward of Care Solace described the service model as a technology-enabled navigation system that helps callers find appropriate providers, including clinicians who accept public insurance or offer sliding-scale options, and provides data and trend reporting to jurisdictions. Staff said Care Solace will provide quarterly reports; the city will submit required documentation to the county to validate fund use. Council voted unanimously to approve the contract and related business‑associate agreement.
