County staff reported roughly a dozen older AEDs across county properties that are nearing the end of service. "They're basically what you use to shock them and, like, get a pulse," said an operations staff member during the discussion. Public Health's response coordinator, Zach, explained grant constraints on his ability to purchase supplies or spend grant funds and flagged the need to confirm whether AED oversight duties could be assigned to a grant-funded position.
Speakers discussed state statute and manufacturer maintenance requirements. County counsel and staff referenced Wyoming statute 35-26-102 (as cited in the meeting) to explain that custodial possession, training and scheduled maintenance according to manufacturer guidelines are key to limiting liability and qualifying for immunity.
