Beaumont — The City Council unanimously adopted an ordinance on Nov. 4 adding chapter 10.35 to the Beaumont Municipal Code to require protective helmets for users of human-powered and electric-assisted devices and authorized staff to implement signage and outreach.
Council members waived the second reading and adopted the ordinance by title only after staff said the city would place notice signs principally along bike paths and jurisdiction transitions. Staff estimated about 200 signs at roughly $300 each — a $60,000 project to be funded from the Public Works operational budget and installed over the coming year. City staff said the signage is intended to provide notice to riders and is not intended to trigger proactive enforcement while installation is underway.
Mayor Laura and other council members framed the measure as a public‑safety step that relies on education. In explaining enforcement intent, the police chief said the department does not plan “proactive enforcement” in unmarked areas but will identify liability risks for riders who ride without helmets.
The ordinance was introduced with the budget adjustment discussed by staff and passed on a unanimous roll call (Council members Fenn, Martinez, White, Mayor Pro Tem Voigt and Mayor Laura voting yes). The ordinance takes effect per the municipal-code adoption schedule; staff will return with installation timing and outreach plans.
