Tulare County proclaims November 2025 National Adoption Awareness Month; child-welfare officials cite adoption figures

The Tulare County Board of Supervisors on Nov. 4 read and signed a proclamation recognizing November 2025 as National Adoption Awareness Month and heard a presentation from the county's Child Welfare Services deputy director.
Gilbert Rivas, deputy director of Child Welfare Services, told the board the county finalized 147 adoptions in 2024 and is projected to finalize 117 adoptions in 2025, with 24 of those scheduled for National Adoption Day at Tulare County Superior Court on Nov. 20. "Families, no matter how they're formed, give children the foundation they need to grow," Rivas said, urging continued community support for foster and adoptive families.
The proclamation read by Chair Pete Vanderpool cited national and local foster-care statistics and recognized the county adoptions unit's work; the proclamation text also noted the county finalized 120 adoptions in fiscal year 2024'25. Board members thanked social workers, resource families and community partners for their efforts and encouraged public awareness and support for permanency services.
The board invited staff and county partners to be photographed with the board after the proclamation. Gilbert Rivas and county staff emphasized upcoming events tied to National Adoption Day and asked the community to support recruitment and services for children waiting in foster care.
