The 2 Rivers City Council voted Nov. 3 to enter a 15-year commercial lease with 2 Rivers Youth Sports for the Blue Diamond at Vietnam Veterans Memorial Park.
City staff said the lease provides the youth sports organization a long-term home and allows the organization to invest in field improvements while preserving the facility as part of the public-park system. The agreement requires the tenant to assume full responsibility for field maintenance, repairs (including turf and irrigation), building maintenance, cleaning and snow removal, and to pay separately metered utilities and any infrastructure hookup costs. The lease sets a starting annual rent of $3,500 with 2% annual adjustments and estimates the city will receive just over $60,000 over 15 years in nominal rent while gaining improved facilities.
The lease includes first-refusal language for the city to use the concession stand at certain events and standard rental options if the city or other groups want to rent fields; staff said the arrangement is meant to maximize tournament activity and the economic benefits to nearby businesses. After discussion clarifying concession arrangements and revenue impacts, council moved to adopt the lease and approved it by roll call.
The agreement takes effect once final contract details are signed and will be administered by the parks and recreation department.
