Lilia Gonzales Chavez, executive director of the Fresno Arts Council, briefed the Parks, Recreation and Arts Commission on the Expanded Access to Arts and Culture (EAC) first-quarter activity for July–September 2025.
Gonzales Chavez said the council processed 195 projects and fiscally sponsored individuals, prepared panel materials and completed the review process; PRAC’s ad hoc committee recommended 134 applications to move forward, representing 68.7% of eligible applications. She said letters of intent were distributed to prospective grantees, appeals were received and investigated, and appeals findings were discussed with the subcommittee.
Gonzales Chavez recommended establishing a standing PRAC subcommittee to review the EAC program and suggested commissioners consider the subcommittee’s makeup to ensure diversity. Commissioners asked whether funds set aside for the cultural plan could be carried over for a multi-cycle effort; Gonzales Chavez said staff will examine possibilities and noted that community meetings to solicit broad input are planned for the last two weeks of November and will be promoted through Submittable and electronic media.
Commissioners discussed reconstituting the subcommittee and requested staff provide updated cost estimates for making the group standing and for the cultural plan update. Gonzales Chavez said the guidelines were adopted for five years and that policy changes or targeted new guidelines could be veted through a subcommittee before being taken to PRAC and then council.
