Sumner staff pitch town-center plan update with ‘idea overlay’ and new housing/job thresholds

City staff presented the 2025 Town Center plan update to Sumner City Council on Nov. 3, describing amendments to the form‑based code, new lot-type standards and a proposed 'idea overlay' intended to support small-scale manufacturing and incubator enterprises.

Krishanda Walker, associate planner, said the update refreshes the plan horizon to 2044, clarifies height and lot standards, maintains a four‑story limit in the historic central business district, and proposes new performance standards for uses allowed in the 'idea overlay'. Walker said the planned-action ordinance associated with the update adjusts the thresholds to anticipate 1,245 housing units and 430 new jobs and aligns the town center update with the 2024 final EIS.

Public commenters raised process and scale concerns. Justin Jones urged a deeper review of the form‑based code’s impact on smaller infill redevelopments, noting a proposed limit of 15% surface parking could make modest redevelopment financially infeasible for some local businesses. Mary Dearing asked the council to consider the effects on older homeowners who rely on property sales for retirement, and Ray Cassingham cautioned against a rapid densification that he said could push residents out by raising taxes.

Walker said the planning commission recommended approval and provided staff responses to the public comments in the council packet, including a minority opinion from commissioners on some items. No vote was held on Nov. 3; staff said the update will return for council consideration with the remaining comprehensive-plan amendments on the scheduled calendar.
