2 Rivers council approves conditional use permit for Lakeshore Humane Society with fencing, screening requirements

The 2 Rivers City Council on Nov. 3 approved a conditional use permit for a Lakeshore Humane Society facility planned for Columbus Street (Parcel 053-211-102-001.09) after a public hearing and council discussion.
The proposal drew one nearby resident who said decades of prior industrial noise already left neighbors sensitive to barking. A representative for Lakeshore Humane Society told the council the operation will place chain-link fencing with privacy slats around outdoor areas, install berms and additional trees for screening, and limit outdoor operations to 7 a.m. to 8 p.m. “We fully intend to have the areas within our dog areas all fully fenced,” the representative said, adding the organization plans to use flush, flat grave markers for other projects and to rely on volunteers and paid staff for animal care.
City staff confirmed the CUP is for outdoor operations between 7 a.m. and 8 p.m. and noted that the permit’s conditions include fencing and other site controls; the council discussed whether future CUPs should include revocation options when ownership changes rather than mandatory lapse language. Council members asked about prior noise complaints and staffing; the Lakeshore representative said they have not had complaints to the city during her 12 years with the organization and said the facility would add about 10 paid positions in addition to volunteers.
Council moved to approve the CUP and adopted the motion on a roll-call vote.
The council’s decision allows the Lakeshore Humane Society project to proceed subject to the CUP conditions; staff and the applicant will finalize permit details and any site plan requirements before project work continues.
