Council delays vote on donations, naming‑rights ordinance for more review

The Sumner City Council on Nov. 3 postponed consideration of Ordinance 2938, which would amend the city’s donation acceptance rules and add provisions on naming rights and sponsorship agreements. Deputy City Attorney Doug Roof summarized the ordinance as updating mandatory donation sections, increasing approval thresholds for administrative review, adding mayoral authority for sponsorship agreements, and creating a naming‑rights approval pathway in which council retains sole authority to name or rescind names for parks or facilities or to approve naming rights over $50,000.

Councilmember Elfers moved to postpone the ordinance to a date‑certain study session (Jan. 12) to allow more time for council and community review and to consider potential amendments specifically on naming‑rights implications; the motion was seconded and passed 6–1 on roll call (Councilmember Cole opposed). Members discussing the motion cited the Finance Committee review but said naming rights are a new and unfamiliar area for the council and the community and that a dedicated study session would allow more detailed discussion, outreach and possible amendments.

Deputy City Attorney Roof said the ordinance was drafted after reviewing other municipalities’ codes and in light of past donated items that reached end of life; City Administrator Jason Wilson noted staff could present more detail at a study session. No final policy change was adopted; the item will return for discussion on the Jan. 12 study session per council motion.
