Council authorizes $550,000 change order, schedules full Iron Point Road closure for waterline crossing and paving

FOLSOM — The City Council on Oct. 28 approved a construction change order estimated at $550,000 with the project contractor to complete a difficult waterline crossing on Iron Point Road and to add resurfacing and frontage work while the road is fully closed.

Public Works staff explained a previous crossing attempt failed because groundwater infiltrated the trench and made shoring unstable. The contractor requested continuous work; staff negotiated a five‑day 24‑hour closure beginning the evening of Nov. 2 to Nov. 7 to maintain dewatering operations and complete the pipe installation. The closure will be followed by minor traffic control work on Nov. 8.

Staff told the council the closure presented an opportunity to also grind and overlay Iron Point Road, remove failed detection loops at the Cabin and Iron Point intersection and replace them with video detection, and coordinate frontage improvements for nearby developments (Sutter medical office/Tyker/Elliot Homes) to avoid multiple future closures. The total change order is estimated at $550,000; roughly $100,000 of that is directly related to the waterline crossing and the city will contribute $450,000 from the Road Maintenance and Rehabilitation Fund for the balance.

Public Works said outreach to businesses and partners (police, fire, school district, SACRT) occurred once the schedule was finalized; staff deployed changeable message signs and direct contacts to affected businesses. Councilmembers praised the coordination and asked about signage and detour notification; staff confirmed message boards and broad outreach would be used.

The council approved Resolution No. 11493, authorizing the city manager to execute Construction Change Order No. 2 with the contractor to complete the work and funding appropriation for the city contribution.
