Mayor Janine James administered oaths of office at the start of the Oct. 28 meeting. A newly hired police officer, sworn in before attendees, pledged to support the Constitution and perform duties faithfully. Chief Matthew Norris then reaffirmed his oath and addressed the council, thanking staff, his command team and former chief Shenner for mentorship and support.
Norris said he has been with the department since January, expressed appreciation for community and staff support, and underscored a team‑based approach to policing in La Plata. Councilmembers welcomed the new officer and Chief Norris; several members noted Norris’s in‑community experience and the value of promoting local officers into leadership.
