Commission restores Planning Advisory Board quorum with three appointments, debates nomination process

Commissioners nominated and approved multiple appointees to restore a quorum: Thomas Capp, Raymond Sanchez and John Arguello were each confirmed in separate motions. The votes carried (recorded ayes and one recorded nay on one appointment), reinstating the board’s ability to meet and conduct business.
Commissioners also debated whether to return to a system in which each commissioner nominates appointees to advisory boards (as had been practiced previously) rather than the current at‑large application process. Some commissioners argued reverting would speed appointments by letting each commissioner present a candidate; others cautioned that reverting would require ordinance changes and dual hearings. The commission tabled any ordinance or policy change for later review and asked staff to bring options back for consideration.
